Also, why TCA does not work when upgrading Pentagram? Does Jewel of level works on pentagram to upgrade level from +10 to +15?

Not sure about the drop you are asking but the jewel of level do work on pentagram

Elemental Talisman of Luck - drops in Great Golden Dragon
Elemental Chaos Assembly Talisman - drops in Great Golden Dragon
Talisman of Chaos Assembly - drops in Great Golden Dragon, Blood Castle (by chance), Chaos Castle (not sure if there's chance), Master Reset.
