Answered Unable to rank up errtels

Hello Infinitians
As a new player trying to upgrade elemental items, I got stuck on rank 3+10 and the NPC won't let me continue upgrading the errtel to rank 4 or 5, a friend told me it's only possible up to "3 Rank +10" but there are some older players with rank 4 or even rank 5 errtels... My question is how can I continue upgrading my errtels if the NPC don't let me do it?

Maximum rank of an Errtel is Rank 3. Who are the older players possesses Rank or Rank 5 errtels?
